@DaniPine3: I don't see any policies that say you need a user page. The only thing I saw was that your signature should link to your userpage, which I don't think is an issue since Soviet's signature links to their user page and talk page. Additionally, (according to my tests) pings still work both ways if someone doesn't have a user page but it's still red-linked in their signature.
