Also, I'm getting sort of hesitant on the "don't delete templates that are on userpages" theory. Templates are subject to editing; so by using a template, the author of the userpage is subjecting that userpage to minor editing by others. I think maybe a policy of template removal and the creation a "code archive" for deleted temlates might be a better solution if code copying gets to vexatious. Of course, like I said before, code copying isn't that hard. Also, this type of template does have the potential to generate alot of trouble of several articles, more so than any horribly bad article.
