If it's cyberbullying, then it's pretty terribly done, as it admits the absurdity of its claim within its one sentence. More likely, within its one sentence is parodying real cyberbullying, in which one douchebag decides another douchebag who happens to be innocent of any crimes toward douchebag #1 is gonna get it big time...and so creates a page on Uncyclopedia to really stick it to them.
