Blocked IPs

hey so, uh... i suspect that there is a couple or more blocked ip address, blocked longer then they should be. some admins went a bit overboard and instead of blocking them for 5 years, they block them for indefinitely. IP addresses (usually ipv4) dont grow on trees so, they get, (very occasionally,) recycled to be used by other users. I know this isn't a big deal, but would it be possible to, at least, reduce any ip addresses that have been banned indefinitely to only 5 years? thanks...
