A budget is a plan for personal expenditure over a set period of time, specifically the period of time from now until you have your first drink.

Basically, it's the process of allocating money from your weak, skank ass job in order to buy food, pay rent, car payments and insurance and still have enough to buy party supplies.

If this caveman can get that sack over the hill, he will be able to purchase party supplies and finally have that first drink.
