That Welcome-template I used is the same I do with everyone "new", glad you don't need to be adobted. So... Village Dump. Editing should happen normally like in any other page, but there's a chance (I'm not really sure about this, but I've heard that this sometimes happens) is that you aren't yet "autoconfirmed", which means, that either you haven't done enough edits or haven't been enough days here, so you can't edit certain pages or forums. Or, if you meant you want to create a new forum headline, there's a bos for that below all those forum-names. Just put a great forum title at that box, like "Greetings from Greek" or something similar, do stuff at that forum, press save and it should exist. Hope that helped! :) Same stuff at my talkpage too.
