Well as you can see from that page, it's well formatted, has a central and underlying joke, and has proper grammar and spelling, as well as being surreal and meta in an original sort of way. You might have found it funny because you hadn't expected to see something like that. Which is why we don't need a hundred articles doing the same thing. For one thing, it's over six years old. For another, I assume it's there because it's an in-joke based on people who say those sorts of things in forums and the like every now and then. We do like to make fun of ourselves. You'll probably want someone else to answer this, but my impression is that a bunch of people liked it and it stuck around. Note that this was the first time that sort of joke - an article consisting entirely of a single letter or word repeated many times - had been done. Since then there have been other articles in that style, such as Contents, and after a while it was kind of decided that any more articles in that style were a bad thing and should not be done. Then you and I came along.

Short Articles[edit source]

I noticed that there are some short articles that weren't deleted. Why is that? By the way the Meth Addicts articles in my opinion is stupid, and should be deleted. :I Love Bizzeebeever

With some articles the shortness works with the concept. For example, Papercuts of Doom consists only of 'Ow.' because (I think?) the idea is that the writer died or has something similarly bad happen and didn't have time to write any more than that, the 'ow' being provoked by the paper cut of doom; the point is just how extreme this paper cut is. Quality is so short and badly written because it is precisely about a lack of quality.

With other articles it may be that they haven't been deleted because nobody's noticed yet that they should be. I don't know what meth addicts articles you're referring to but if you think they are stupid you may nominate them for deletion when your block expires.
