The Cow Moo Cult Parliament
Order, order! Welcome to the new Cow Moo Parliament, brought into existence by YTTE's May 2008 Decree for the Reformation.
This parliament is here to help bring a touch of democracy to the CMC. The Parliament is divided into three "courts". The Upper Court is for Chew Grasses, Four Stomachs and Elected CMC Courtiers and is for these users to vote and discuss matters of Cow importance. The Lower Court - which replaces the old "Lay Council" is for all CMC members who wish to suggest changes or ideas for the CMC, or have an opinion on a certain topic. The final court, the Open Court is for anyone who wishes to put forward ideas and opinions. That's nice and segregated, isn't it?
The CowCouncil still has supreme control and will help decided tied votes. It may overall decisions made by the CMC Parliament.
The following makes up the "Ground Law", and is the basic rules that this parliament should run by. They are quite complicated, but you should have a quick read of them before discussing anything in a court. They are also included in the May 2008 Decree for the Reformation.
- Electing new Courtiers. The Upper Court will elect new courtiers after a general discussion. A majority of two or more votes wins. If the vote is deadlocked the matter should be referred to the CowCouncil. Votes are always made individually for each proposed candidate. There should never be more members of the Upper Court than there are of the Lower Court.
- Voting. When a matter is brought up in the Lower of Upper Court then a vote can be called. Anyone may initiate this vote. A majority of two or more wins. A matter of promotion, punishment, expulsion or any other non-public matter can only be voted on in the Upper Court. Unless the CowCouncil decides otherwise all other issues should be voted on in both courts. If the issue passes through the Lower Court then it starts off with +2 in the Upper Court's vote. If a proposal fails in the Upper Court then it has been defeated, even if it wins in the Lower Court. Defeated proposals should be changed or altered before being re-submitted. If a proposal is defeated in the Lower Court then the CowCouncil should decided whether to vote upon the issue in the Upper Court. If the vote is then brought to the Upper Court it starts off on -1.
- Punishment and promotions. These issues should be voted upon only by Upper Court.
- The Speaker. The Speaker, once elected, holds the position until a Four Stomach decides to hold a second vote. The Speaker is in place to watch out for vandals, keep the house (and its users) in order, fail and pass votes, swear in new courtiers and bestow the honour of Courtier (after the house agreed on giving a certain user the honour). The Speaker also, like any honoured CMC member, can update the CMC announcements page, and should do so when bestowing the honour of Courtier.

Issue:CMC Pwetty Pictures[edit | edit source]I reckon, if anyone has any time to spare we really need some pretty CMC pictures. Pictures to go with the honours or ranks maybe? Or random, one off pictures? So I twas thinking that we should elect a "Speaker" for the Parliament, like in the British Parliament. They could just be there to keep vandalisation of the Parliament to a minimum, fail and pass votes, swear new courtiers in and also award the honour of courtier when the rest of the parliament had agreed on it...and stuff. Oh, that's the Insulterator THREE thousand. You have to toggle the BALOON switch to OFF and set it to medium. It overheats if you set it higher than that. --another vandal 12:55, 24 May 2008 (UTC)
No no no, if you do that it sets to default mode (Ya mom mode in technical terms) plus it leaves the most awful stains on the carpet.
