As the idiot who lobbied for the name change, I can give you the definitive answer. I'm an avid fan of SCTV, and it comes from a series of sketches with John Candy (in the role of "Dr. Tongue") and Eugene Levy: Dr. Tongue's 3-D House of Stewardesses, Dr. Tongue's 3-D House of Beef, Dr. Tongue's 3-D House of Pancakes, etc.

I loved those stupid bits, and they've always stayed stuck in my brain. The so-called "3-D effect" would just have the actors shoving some object toward and away from the camera a few times while a cheesy sound effect played. Idiotic and funny.
