Humour: 9 I laughed a lot at this - and had to cover it up with a coughing fit as I'm at work. I like it!
Concept: 9 There's plenty of mileage in this concept.
Prose and formatting: 8 Reads well enough, I think it sounds quite plausible in parts - I know people who would argue the system you describe is still needlessly complicated! The spacing between the pictures is uneven, which triggers my nitpick reflex, but other than that it does what's needed.
Images: 10 Although the text additions are very good, this article stands on the strength of the images. They are priceless, and well captioned.
Miscellaneous: 4 I think the extra tips section being discussed in the talk page would be a good inclusion, if you can get enough ideas and tie them in with the feel of the rest of the article.
Final Score: 40 I like it a lot, actually. The expansions work well.

Additional thoughts: I like the repetition in the alert level section, and I don't think the Bauer reference is lame - although you could substitute a few action heroes in there to similar effect, John McClane for one. The conclusion does feel a little abrupt, perhaps an explanation of what firing a gun wildly into the air is intended to achieve could offer possibilities? Or a patronizing sign-off in the best government traditions? Whatever, I'd be strongly tempted to vote for on VFH for this now - a final tweak or two would make the temptation irresistible!
