Maybe a section on how people have tried to mitigate the riots?

That section sort-of exists (see "toilet paper riot riots"), but it's not what you're looking for. If you want to, you can make it. This page probably won't be finished until Shabidoo gets enough time and motivation to do the "sectarian toilet paper riots" thing. I'd make it myself, but Shabidoo wants to do it himself.
