We don't use NRV templates anymore. Nowadays if we spot a new article that seems incomplete or just not too good, we slap it with an ICU tag. That means that the author has seven days to fix up the article until it's deleted; the timer resets, however, every time the article is edited. So constant work will save it from deletion. But if we come along an article that's horrendous- something like this was- then we report it to QVFD and an admin will generally destroy on sight, or place ICU if the article doesn't quite deserve death yet.
A tip for the future: If you want to create and expand an article but are starting short, create it in User:El Pollo Diablo/Article name here. Pages in userspace are generally immune to deletion, except by that person's request. When you're done and the article is ready to be moved to mainspace, just move the page.
