Humour: 2 Not much going on here. Some random stuff, but nothing that raised a smile.
Concept: 2 Right, what we have here is known as Towncruft. That is, a page about a lesser-known city or town of passing interest at best to most of the rest of the world. To be honest, there ain't that many good articles around on cities and towns - the bigger ones get vandalised all the time, and the smaller ones tend to be full of local jokes that 99.9% of the world won't get. Creating an article on a town that is interesting, relevant and funny is quite a big challenge, and needs a really interesting idea to manage it. This doesn't have one - sorry!
Prose and formatting: 5 No problems spelling and grammar-wise, but there's not much to it, and it comprises of a short intro, 2 short sections and a list. We're not big on lists unless they're part of a decent sized article - and preferably funny, not a few local references again.
Images: 10 OK, following pee review rules this gets a 10 as not applicable. But you have no images, and need at least one. Hell, even a bog standard long shot of the city would do.
Miscellaneous: 4 Hnng, I wish this box wasn't here, I never have anything to put in it!
Final Score: 23 OK, this isn't a great score, but then the article has the ICU tag on it, so you were warned it's not shiny and good. There are a couple of handy tips below, have a look at them and put some work in. Expand away, try to make an article that anyone can read and enjoy, not just people who are aware of the existence of Madison, Wisconsin!

OK, tips. First up, read HTBFANJS through. Even if you've already done so. It usually helps - even the best writers on here still look at it for ideas.

Then, look here: Uncyclopedia:Best_of and read some of the articles. These are the ones that got featured, and again, they can give you ideas or pointers about how to expand your article and make it funny.

Next, look through the article, pretend you've never heard of Madison - how can you make it interesting to people who've never heard of it?

You've mainly got one-liners in here, some paragraphs sustaining your ideas and jokes would help immensely by contributing to the encyclopedic feel of the page.

Basically, read up a bit, and then look to expand the page with a few paragraphs and pictures. If you want a few suggestions, leave a message on my talk page, although I'm a bit busy at present, so I can't promise much!
