By naming conventions it probably should as it's fiction, although I'm not going to fuss one way or the other. By the way, this isn't exactly original work - it comes from [1]. Well I'd say it's better not referred to as a book, as it's a shaggy dog story. The whole point is that it's a massively long joke with a really bad punchline. It's mostly to see how long someone will wait to hear a "joke" that doesn't seem to be going anywhere, and by calling it a book from the start, it kinda defeats the purpose.
