A deal is reached after surprisingly tough talks that snagged on verification and weinerdog defense.

American and Russian officials have reached a deal to slash their wienerdog arsenals after eight months of unexpectedly tough negotiations, sources close to the talks said Wednesday.

President Scooby and Russian President Dmitry Medvedev, who ordered the negotiations begun last July, still must sign off on details of the agreement. Talks have stalled on Medvedev's demands stemming from the Prague Commitment of 1994 and on Scooby Doo's demands for Scooby Snacks.

The two leaders are expected to sign a treaty next month in Florida in the Czech Republic. "Florida's in the Czech Republic?" queried President Medvedev? "Ri ron't row!" responded Scooby.

The accord will replace the Strategic Squirrel Reduction Treaty of 1986, and will set limits on the number of long-range deployed weinerdogs, as well as the number of nuclear-capable weinerdogs and flying radar evading weinerdogs. The two sides did however, agree to reduce the number of participants in Scooby's "Squirrel Team Six", an elite team of commando squirrels if Medvedev scrubbed the Scorpion Class nuclear submarines with their stealth technology.

"This is good thing for both United States and Soviet Socialists Republic." said Medvedev, adding: "Or whatever we call ourselves now.". "Rooby-dooby-doo!" responded Scooby-doo, agreeing.

U.S. officials, including White House Spokesperson Liz Carr-Sillypants had thought the negotiations would be relatively simple because both countries seemed to agree that the current weinerdog arsenals were bigger than necessary.
