So, looking through our surprisingly-clean Categories, I came across one with a painfully long name.
Category:Decategorized Inactive Userpages
From there you'll find a link to this old dump discussion. At the time it looks like the people working it needed the help of mortals to go through and find them. As a result, there's almost nothing of value there.
I'm thinking about going through and checking the size of all categories to find any with unusually small numbers of categorized items (say, less than or equal to 5), then with that list in hand, I could find the useless ones among them and huff them with prejudice. I could also do a much more complex process that goes through every old user page and comments out the categories, but that's probably far more intrusive.

- I've just gone on a spree moving, deleting, recategorizing, etc. I now have quite the system with the help of the bot software. I can even slap categories on numerous pages with ease. Just noticed that you're working on it, too. It's rough and very tedious. 2013.02.16.07:34
