Count Otto Von Block[edit source]
Hai! You should be able to create and / or edit almost anything you like. There are a few exceptions to the rule, such as Main page - which is blocked from anyone editing who isn't an administrator, or Michael Jackson, which is blocked from editing for your first five days here, or Mediawiki:Flickr0, which nobody can create or edit because it's extra special.
There are a few protected page titles though, like Simple Plan which was a page that was victim to constant vandalism. But you can always create a user page version of it, at somewhere like User:Bleakgh/Simple Plan, and write an article there. Once you've finished construction you can ask a friendly Admin if it can be out into main space.
A quick word of advice on creating pages: Most pages that are created here are deleted because they are too short, or unfunny. Writing a page in your userspace first is the best way of writing something that is likely to survive. If it takes a week, a month, or even a year to complete, it's generally safe there. You can create a mainspace article just by typing in the name of the page you are after in the search box and clicking "go", and it will take you to a page like Count Otto Von Block, which doesn't exist. There it asks you if you want to search for it, or to create it. If you were to write an article there, place the {{construction}} tag on it or it'll likely be deleted in somewhere between a minute or a week - that tag means it will probably last a month. You'd really be better off doing in in your namespace though.

On deleting an article.[edit source]
Firstly, a message should actually be left on the user's talk page, which is reached by clicking the "discussion" tab at the top of their user page. I went ahead and moved your comment from my user page to my talk page, here. Secondly, I don't know which article you're asking about, and I delete quite a few of them because that's part of what I have to do as an administrator, and we have a set of quality standards here to judge this upon. If you could link me to the deleted article I could take a look at it and be able to give you more information on why it was deleted, and whether or not I'd be able to restore it, perhaps to your userspace if you'd like to work on it yourself and bring it up to the aforementioned quality standards.
