This here is the most important discussion that you will ever have in your life. Suppose you have an itch that just won't go away. The kind that you can scratch or rub to relieve for a bit, but it will just come back about five seconds later. Yeah, THAT kind. Which of these two is worse?

Honestly, I'd go with an itchy asshole being the worse of the two. If your balls get itchy, you can (kind of) rub them with your hips, because that looks less suspicious in public. There's not really a good way to itch your asshole without sticking your finger in it, and that's ultra-awkward to do (at least for me), even in a private situation.
