I don't think RAHB is active at the moment, however here's how you add pictures.

Click the Upload image/file link, which is over on the left of the screen there. It's best to use a .jpg or .png file - other image files are supported, but these are commonest as they take up less server space. .bmp images are not supported.
Follow the instructions there - if you've chosen a name for the image that's the same as an existing image on Uncyclopedia, it'll give you the opportunity to change it.
When you place the image on your article, use this code: [[Image:NameOfImage.jpg|thumb|Caption]] and, so long as you've changed the NameOfImage bit to the name of your image and .jpg to .png if it's a .png image, it ought to appear. You can add whatever you want to the section saying Caption.
