The ICU had expired, which makes the article a candidate for deletion - however, as I can see you've put some time and effort into it, I've moved it into your userspace where you can continue working on it without fear of it being deleted for as long as you like. It doesn't need a massive amount - just a bit of tidying up, some images and a few adjustments to the format will do a whole world of good.
