In 1987, the IRS had come upon a problem. Thousands of people worldwide were skimping out on their taxes. The IRS didn't have the manpower to investigate all of these cases, so the US government lost hundred's of thousands of dollars each year from citizens ignoring the IRS mail they received. The IRS needed a way to enforce the taxes of the United States...
