A dick inspector is a government official who waits until dark and then goes to bathrooms at racetracks, public parks, etc, and waits for men to come in. He will then flash his official looking government identification, announce that he is a dick inspector, and demand that the men drop their pants and show their dicks. He will then fellate them to ensure their dicks are in proper working order. If the men are unable to become hard then he will demand that they see a doctor and attempt to become cured, and schedule a retest when they are by writing an appointment on the men's room wall in magic marker.
