This is a step (no pun intended) in the right direction. I would also suggest that life imprisonment should be added to the statute book for loitering with intent to cross a road. Indeed, loitering anywhere near a road should become punishable. And why stop there? Motorists are not blamless! What about the crime of driving with objectionable passengers!
