Usage
Do not subst this template. Use it on the talk page of any user that has their talk page access revoked and who is blocked; this includes IPs. Do not use if the cause of the block, if applied to a registered user, is unambiguous and unforgiveable (e.g. User:Alden Loveshade and User:Aimsplode).
To specify that a block may not be appealed, use the parameter |appeal=no.
