Nuklear prolipheration is the spread of nukular weapons technology and ideas of bad stuff to terrorist nations - nations that do not already have such capabilities. Many nations fear that more countries with nuclear weapons may increase the possibility of nuclear welfare. Once a nukular weapon is used, there will be many more people on wealfare.
