Humour: 5.5 Well, you've got some potential here, but it could use a bit of tweaking and reorganising. It seems like you have some good ideas here, but the prose seems a bit disorganized, which takes away from the humor. Also, it seemed a bit too serious. Try going through and removing some of the "serious" statistics sentences that bog the article down. Also, perhaps draw more parallels between rising water prices and rising gas prices...perhaps something about illegal water syphoning?
Concept: 8 Yeah, I like the idea. Just work on the prose a bit more, to organize it a little.
Prose and formatting: 5 This is the article's weakest point. Try revising it a bit, fixing grammer mistakes and reorganizing it a little. This will help make it more readable, and therefore funnier.
Images: 8 Both images are good, with good captions.
Miscellaneous: 5 Try to trim out some of the random, unrelated things, like the part with the redneck. That will help give the article more focus.
