Nah, you can't finesse that mistake. The joke here, treating terrorism as though it never happened before, was clear but, on your first draft, it took a little thinking. Glad you've drawn it out a bit. Regarding the CIA, you might instead lampoon the notorious memo of Homeland Security secretary Napolitano that domestic right-wing militia groups are the nation's big terrorism threat.
